RESTRICTIONS DURING RALLY

General guidelines

Wash your hands more often than you regularly, doing so with soap and water for at least 20 seconds, or by using alcohol containing hand sanitizer.

Do not touch your face with your hands.

Keep a 2-metre distance from others.

Try to decrease time of contact with others as much as possible.

Crowding is forbidden.

Holding hands, hugging and similar close contact with others can foster the spread of the virus and should be avoided.

Rally organizer suggests all rally personnel to use face masks or shields (including scarves or other ways to cover mouth and nose) when in places where people could be gathering and it is not possible to keep a 2-metre distance.

During the rally, there will be no events, parties or ceremonies where many people usually gather at one place.

Visiting the areas where rally is taking place is forbidden for people who are under self-isolation, home quarantine or isolation, or people who show signs of respiratory tract infections.

The organizer suggests the championship promoter, teams and rally supervisory institutions to forgo having in-person meetings, instead moving them to a digital environment or, if that is not possible, hosting these meetings outside or in an area that is well-ventilated and large enough to keep a safe distance from each other.

In technical and administrative processes that are crucial to the rally and during which people can come into closer contact than 2 metres from each other, the organizer asks to follow the rule of not being in close proximity for more than 15 minutes and using a face mask.

Body temperature measurement with non-contact thermometers will be done in both the rally centre and the service park.

For all rally personnel, when entering any of the event zones where accreditation and/or wristband needs to be shown, they have an obligation to do so without waiting for a request from the security guard, in order to decrease communication and physical proximity. Accreditation cards and/or wristbands need to be worn in such a way that they are visible throughout the event.

Everyone involved in the event (competitors, personnel) need to immediately inform the organizer’s designated person if they have reason to believe that someone is ill, or if someone shows symptoms, or if someone gets a positive result in a COVID-19 test.

If, within 14 days of the event taking place, any person involved in the event is falls ill with COVID-19, this person must immediately inform the event organizer or the organizer’s designated person of this fact.

All parties involved in the event will be invited to use the “Apturi Covid” (“Stop Covid”) mobile application.

 

Information for the competitors

There is a separate section on the COVID-19 situation, as well as the restrictions and recommendations, on the official Rally Liepāja website.

After receiving an entry, the team manager will be sent a form that needs to be filled and returned until 08.08.2020. A separate form will have to be filled out by each member of the team before arriving in Latvia.

The rally organiser recommends to divide the team by working in groups – so one group does not intersect with another.

Organizer suggests that teams create and follow their own internal sanitary protocol, and that they limit the number of employees coming to Latvia.

Competitors, when travelling to Latvia, need to remain cautious regarding social distancing and following all sanitary protocols while on their way to Liepāja.

Competitors are asked not to use the local stores or catering facilities without a good reason. If local catering facilities are visited, organizers ask that any food is ordered in to-go containers and the meal is had, for example, inside the hotel room and not at the catering facility. Competitors are recommended to use face masks when visiting any public location in the region.

 

Service area in Liepāja

Everyone entering the service area will have their temperature measured. If the temperature is above 37.5C, the person must step aside and wait for around 10 minutes to have the temperature measured again. If the repeated measurement also shows high temperature, the person will not be allowed inside the service area, and this person must immediately contact their team manager and go to medical point (in service park). Medical personal makes the decision for the next steps with this person depending on person’s health.

At the entrance, information about restrictions and the sanitary protocol will be available.

Face mask / cover / shield must be used while in Service park.

Service area employees have access to individual protection equipment (masks, face shields, gloves).

Service area has water and soap for washing hands, as well as hand sanitizers.

Restrooms are regularly disinfected, but it is recommended for teams to rent private team restrooms.

Service area contains closed type recycling bins.

It is recommended for teams to set the eating areas in their team tents in a way to maintain social distancing, and it is suggested to limit the number of people in the area at the same time by creating eating area schedules, using disposable tableware and cutlery.

No public allowed, service area will be closed for spectators – entry will be allowed only to competitors, officials, and the priority media.

 

Service area in Talsi

Everyone entering the service area will have their body temperature measured with non-contact thermometer.

Information about restrictions and the sanitary protocol will be available onsite.

Service area contains closed type recycling bins.

Tests before the event

Team members work while wearing face-masks.

Meals take place separately, not having everyone at the same table.

Hand sanitizers are available.

Face masks must be available for the use of employees or team members.

 

Reconnaissance

Reconnaissance takes place with the crew being in one car.

Only the two members of the crew can be in the car, the exception is the Junior crews with 3 persons allowed.

During recce, it is recommended that competitors do not use local catering facilities if they have a large number of visitors.

It is recommended that competitors take their meals with them, or buy them, in disposable tableware, instead of having meals in local catering facilities.

Organiser invites all competitors, when visiting local stores or catering facilities, to wear a face mask.

 

Administrative checks / receiving documentation / GPS tracking devices

Before entering the room, every visitor will have their temperature measured with a non-contact thermometer.

Competitors can only enter the room with a face mask.

All visitors and competitors must maintain a 2 metre distance.

Organiser can limit each team (crew) number of representatives inside the administrative checking to three persons.

Hand sanitizer must be used by anyone entering the rally centre.

Each crew will have their own time for administrative checks, and the whole process, including receiving the GPS tracker, needs to be done in no more than 15 minutes (the time spent inside this room).

Crews are recommended to provide the organiser with as much information as possible beforehand, so that the administrative check time is as short as possible.

Moving in and out of the room and checking of the number of people in the room is done by a security guard and/or an administrative checks or rally centre employee.

In case there is a need of showing documentation (driver’s licences and racing licences), they are not given to the official, but are shown to them upon request.

Physical distancing between competitors will be aided with markings on the floor.

It is forbidden to have unauthorized persons in the room.

 

Qualifying stage before the event

Competitors are asked to maintain 2 meters social distancing before the start and after the finish.

 

Technical (car, equipment) scrutineering

No more than two crew representatives can be in the scrutineering area.

Crew members, when entering the area, must be wearing face masks.

When entering the area, crew members must use the hand-sanitizer.

Scrutineering area is closed for spectators, entrance is only allowed for competitors.

Media is not allowed in the scrutineering area.

No more than four cars can be in the area at the same time.

All people inside the area must maintain a 2 metre distance from each other.

 

Time controls / Marshals

Time cards must be handed in to the officials by maintaining social distancing as much as possible.

If competitors exit their vehicle in time control points – the balaclava must be used to cover mouth/ nose or face mask must be used, the same rules are a must for other team members in those zones.

 

Opening ceremony

There will be no opening ceremony.

 

Starting position selection

Starting position selection will take place indoors with a limited number of people in attendance.

Anyone inside the room must be wearing a face mask and maintaining a 2 metre distance from all others.

This event can only be attended by the driver only.

There will be no competitor interviews.

 

Press conferences

Press conference before the event will take place in the rally centre.

The number of people in the room will be strictly limited – interviewees, one team representative, organisers, Eurosport representatives, FIA representatives, and a limited number of media representatives.

Post-event press conference would take place the same way as the pre-event press conference.

 

Days of the event / gravel stages

Competitors are allowed to be outside of the car (while maintaining a 2 metre distance from other crews) in the pre-start area and the zone after STOP (if they stop and step out of the vehicle there).

If spectators are helping the crews to get back on the road (in group of many people), it is recommended that spectators use face masks or face covers (scarfs, bandanas etc. can be used).

 

City special stages

There will be no city special stages.

 

Additional refuel and refuel area

Closed for spectators, entry allowed only for competitors.

Area is fenced in.

If competitors exit their vehicle in time refuelling zones – the balaclava must be used to cover mouth/ nose, the same rules are a must for other team members in those zones.

 

Car wash – in Talsi and Liepāja

Car wash area is closed for spectators.

Entry is only allowed to competitors.

Lavatories – not provided.

 

Returning GPS devices after the event

GPS devices must be placed in a specified location on the first floor of the rally centre.

It is forbidden to hand the GPS devices to rally personnel.

 

Finish podium

There will be no finish podium organised.

A separate podium ceremony will be organised only for the ERC TOP3 crews on each class.

TOP3 crews will drive (in a convoy) to a place in Liepāja (which is not publicly announced beforehand).

In this place the photo and video moments are fixed only, no people gathering.

Crews will take the trophies themselves.

Trophies will be cleaned with a disinfectant before being handed to crews.

People on this area are using face masks or face covers.

It is forbidden for competitors to shake each other’s hands or congratulate each other (outside of their own crew).

Cups will be cleaned with a disinfectant before being handed to crews.

No team groups photos allowed!

 

Awards ceremony, LRC only

Prizes are given out with competitors coming to the RHQ (TBC) where they can receive their cups.

Cups will be given once the relevant competitor card (accreditation) is shown.

If cups are given out indoors (as per bad weather), the competitors have to wear face-masks when entering the room.

Cups will be cleaned with a disinfectant before being handed to crews.

 

FIA delegate room / Stewards room

If visitors come to the room, they must maintain a 2 metre distance, and it is recommended to keep all meetings no longer than 15 minutes.

 

Actions in case of a possible illness

Medical personnel can will be reached via phone: +371 28154202 in case if any illness symptoms appear.

All information will be gathered and coordinated by ARS medical personnel, located in the service area in Liepāja.

From this medical area, the coordination of all ill persons, or persons suspected of illness, will take place.

ERC team managers briefing

The team managers' briefing will take place at the RHQ, the location-room will be announced separately.

Entrance will be allowed if face mask is worn.

Hand sanitizer placed at the entrance, everyone entering must disinfect their hands before entering the room.

All persons in the room must keep distance of 2 meters from each other.

One person from the team is allowed in meeting, the number of persons entering the room and their accreditations will be controlled at the entrance.

If the queue forms at the entrance of the room, the rally personnel will remind about the keeping the distance of 2 meters.

 

Rally HQ canteen Lotte caffe

The rally organiser does not recommend eating at the on-site Lotte caffe in RHQ, but suggest to pre-order food from the canteen.
